Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are issued from multiple capitals. Immense energy is allocated on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from across the border, a capability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats flew past – sophisticated military planes supplied to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the incoming missile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a aerial vehicle close by, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a need that neighboring countries are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This pattern will, no doubt, continue.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a assumption familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to force Russia to relinquish the areas that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, US leadership does nothing to deter Moscow, through words or deeds, from assuming that the situation will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its advantage.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
